The era of foreign investment on a case-by-case basis may be at an end. Openness to foreign investment to be further enhanced.
The negative list approach is a sign of transparency and openness in pilot free trade zones. At present, China’s pilot free trade zones in Shanghai, Guangdong, Tianjin, and Fujian have implemented pre-establishment national treatment together with a negative list approach.
According to Ji Lin of the Law School of Renmin University, since the implementation of the negative list management model for foreign investment, foreign investment in pilot free trade zones has become more convenient, standardized, and transparent, winning widespread recognition. If the Standing Committee of the National People’s Congress approves this draft, the negative list management model for foreign investment is expected to be extended to the entire country, and the era of foreign investment on a case-by-case basis may be at an end.
According to a report by the United Nations Conference on Trade and Development. the speed of growth in foreign investment around the globe is expected to decline by between 10% and 15% this year. This means that China will face more intense competition to attract foreign investment. Wang Shouwen, Deputy Minister at the Ministry of Commerce stated: “In this respect, China will speed up construction of a new open economic system, increasing the level of openness in different fields, dramatically reduce restrictions on foreign investment, and constantly improve the investment environment.”
